Further explanation of Universal Alienated

I did not find the "help" definition of the tool to be clear, and I'm still not quite sure what it does.

I'm making a scenario where there will be three prominant parties, and I noticed the 1992 scenario has a 45% alienated, while other scenarios have it at 40%. I'm not sure if more parties means a higher percentage, and it may not affect anything.

A clearer definition would be appreciated.
