It means that it can't find the province's ridings in your ridings.p4e file. See if every province you made has its list of ridings begining with @(province name) and ends with @end province. Then check if the spelling is correct, if it isn't, that's the problem.

For example, if one of your region is named Toronto, you have to make sure that it's Toronto everywhere in your files, that there isn't a typo and that you didn't type @Tronto in your ridings.p4e file. That's what causes the error.
