I am doing the Recall Election and I will do one where Hillary Clinton runs for re-election Senate.

I've already tried Minnesota... trust me counties are too hard (too many counties in too little of a space!).

However, with 'big' counties such as Wyoming, counties work.

Counties can get difficult. I know when I tried to do my New York Governor scenario, (which I now can't get to until my old laptop is up and running again), I started trying it with counties...but they're so small and so many of them that it became very difficult to do....I'd suggest regions.

Do counties in States where there are less than 70 otherwise do regions.

By regions do you mean Congressional Districts?

That would work to in some states I think. In Some states they follow county lines at some parts.
