If you are behind, and have a concrete strategy for winning (e.g. George Wallace in '68 - I play it essentially as a repeat of the Carter 76 strategy), you want to confuse the other guys as much as possible. I've noticed when I do my own polling that towards the end of the game the AI will sometimes be pouring resources into a state which my private polling shows is not worth it (either because they're actually already way ahead, or I am!).
