Failing to load any save games

I'm having an issue where I'm unable to load any save games without an error message: "Unable to read from specified save game file."

I am using the latest version of the game, 3.1.1 (as I only purchased it yesterday). I've uninstalled and reinstalled from the download link on the updates page. But this seems to happen with any save I make. A copy of one such save is attached. 

Any suggestions on how to fix it so I can open save games? 

EDIT - also noting an identical issue with Prime Minister Infinity - Canada.

Yes, same error message occurred in a general election game. Further, when I pressed OK on that error message, the following error also came up: "Access violation at address 007BD24D in module 'PI.exe'. Read of address 00000070.

I neglected to mention in my original post that I'm playing on an ARM-based machine - the Samsung Galaxy Book S. I had been pleasantly surprised to see that many non-graphic intensive games have still run perfectly on ARM architecture - and it seemed so for these games, except for loading save files. 

Also noting that loading saves works successfully in Congress Infinity (current version 2.9.2). It seems to be the 3.x version games (President Infinity and both PM Infinity games) that I'm having load errors.

There are some known problems with save-load with large games. Workaround: start with fewer candidates or parties, start at a later start date (if playing primaries). Solution: At this point, I am working on completing the port to a new coding language and technological framework. Once that is done, this problem should be fixed. If not, please e-mail me and it will be a top priority.
