Endorsements and Surrogates

I've noticed in a few scenarios that the option to "Withdraw-> Surrogate" offer does not work. I have had candidates accept, but then they stay in the race and never become a potential surrogate. Maybe this is because I have tried this with those outside of my party, but I think that I have tried within my own party and have it not work as well. Just wanted to bring it up for awareness.

Additionally, is there a way to have a candidate who drops out on their own (aka when the AI decides to) still be an option as an endorser/surrogate? Like Julian Castro dropping out and endorsing Warren a week later (or even farther out than that?)

If they are on the endorser list to begin with, that endorser should then revert from committed (to the candidate they are) to their default position.
