I know that is an absolute monarchy but I found these and if someone would like to do a campaign they could use those.

My guess would be that they're illegal, underground movements who want to topple the Sultan. Like the Ba'ath Party and Muslim Brotherhood national affiliates, and the Eastern Province separatists, in Saudi Arabia, for instance, who would literally lose their heads if they were caught.
