But wait!  There’s only one slot in each state.  Can’t have two in NY. Action to @Woot.  Will you claim NY for Burr?  Or let Hamilton have it, and you can choose any available state adjacent to VA. Hamilton could start in PA if he is so inclined.  And then his VP would start adjacent to Hamilton’s starting place. What say you, @Agent B? Which state adjacent to NY will you start in?
