I remember wondering the same a couple months ago while making a fictional scenario and having to delete everything in the scenario I copied. The Hawai'i 2014 Gubernatorial scenario is pretty close to this. There are only 4 regions on the map, and you can certainly turn off all the additional candidates and parties. My only real nitpick about the scenario is that David Ige is incorrectly named as Duke Aiona, but that's easily fixable in Campaign Editor.
