By what criteria are the "best two" considered? And will the Whigs, Federalists, and Democratic-Republicans, get "bests" in States they had had Senators in in their day? Although I'm not sure I like the idea of generic "liberal" and "conservative." It's highly simplified, unrealistic, and impossible to accurately place every U.S. Senator of significance from U.S. history. But Liberals and Progressives are not the same thing. And Libertarians are not Conservatives, as another good example. The political spectrum is NOT that simple. Bernie Sanders (as another note) is neither a Liberal nor a Progressive, he's a Social Democrat (but NOT a hard Socialist, and certainly not a Communist), and that's different too.
