A lot of that number are seasonal or long-term-commute residents, of which California has a very notable proportion of it's population being (along with Arizona, Nevada, Florida, Hawaii, and, probably for different crowds, Wyoming, Montana, and Alaska), while the Canadian Census only lists citizens, landed immigrants, and other permanent residents.
