Well, technically, unlike other religious leaders, the Pope is a recognized head-of-state of a sovereign nation that the United States government has signed several treaties with that may be unnecessarily compromised by such espionage.

Why can't this just be called "motion to repeal Obamacare"

H.Res.26 - Providing for consideration of the bill (H.R. 2) to repeal the job-killing health care law and health care-related provisions in the Health Care and Education Reconciliation Act of 2010; providing for consideration of the resolution (H. Res. 9) instructing certain committees to report legislation replacing the job-killing health care law; and for other purposes.

Because it wouldn't be Congress without long names (and bills).  Sometimes, there is an acronym which can result in linger titles.
