I would replace Kadima though as it's largely a defunct party now. I'd recommend Avodah(Labor) instead

It would definitely be a scenario I'd play.  I just wonder of this would be something like Congress or more of a parliamentary type of system.

Avodah, or Labor, is officially listed as the Israeli affiliate member party of the Socialist International. They're already covered.

As of right now it's being envisioned as a loose assembly elected with a no parliamentary responsible system.

I think the best way to deal with this issue (and a few other very different ones) is to not only limit the international party blocs that would realistically run in each given nation, and to use regionalism as a very important element, but also to give an incentive for international party blocs to finance affiliate parties in such nations (for instance, the International Democrat Union sending more funds to the Forum for Democratic Change in Uganda to help offset the large starting polling and regional favourable leaning in the favour of the dominant National Resistance Movement, just to give one example that comes to mind).
