Order: Leadership/Integrity/Experience/Issue Familiarity/Charisma/Stamina/Debating Bill Clinton: 3/2/4/4/5/4/3 Lyndon LaRouche: 3/2/2/3/3/2/3 Bob Dole: 4/3/4/4/2/2/3 Steve Forbes: 4/3/2/3/3/3/3 Pat Buchanan: 3/4/2/3/3/4/3 Dan Quayle: 3/4/3/2/4/4/2 Ross Perot: 4/3/2/3/4/4/4 Dick Lamm: 3/4/3/3/2/3/3 Just a few. I can think of some more later. Most other sitting Presidents in these scenarios get an Experience of 5, so why does Clinton get a 4? This is Clinton's first term and he didn't have significant experience beforehand. And almost all of Clinton's important accomplishments were in his second term.
