How to edit candidates in Congress Infinity?

I can't seem to edit the candidates for the scenarios in Congress infinity anymore, how do you do this?

Here's my answer to pretty much the same (but a broader) question asked just today, in the General forums.

 

You have to do it manually (copy and paste bitmaps, sometimes self-cropped to proper dimensions), and manually edit the .xml file with an XML editor (I use one that's effectively free to use it's basic features, which are enough for these purposes; nothing in CI requires it's "advanced" that require the editor's full purchase).
