To win the primaries all you had to do was have 2 issues attacking your enemy of choice, 1 praising you, target and build up organisational strength and once they were all done build footsoldiers. That's pretty much how you win any scenario in this game I've found and with it being this easy I gave up and am now working on scenarios (which are coming along nicely) for the next British game, if it comes.
