What is "Relative Shift" in 2011

It's a shift in percentages, relative to their stated percentage, i.e., a percentage of their percentages.

Ex.: party A is set to 30%, party B to 70%. Both have a 10% relative shift. That means 3 percentage points for A, 7 percentage points for B.

What is it exactly?
