Canadian Senate 2013

This hypothetical scenario postulates that Harper actually lives up to his promise of establishing the vaunted goal of a 'Triple-E' (elected, equal, and effective) Senate and it's first elections take place in Spring, 2013. I plan to have 6 seats per province and 1 per territory, all elected 'at-large' like in the U.S. or Australia, as opposed to constituencies. I also plan to have all five major parties running, with maybe a few Independents. Any input as to potential candidates or issues?
