Caledonia 2009

Caledonia is a fictional country based partly on British Columbia, Washington, Oregon, Idaho and Alaska.

In this country, the electorate is really polarized by regions, so that a party that could win the most seats is sometimes not the party that had the largest popular vote.

These are the main parties:

Alliance: Basically formed from a permanent center-right Alliance in 1994 between the former Social Credit, National Party and Unity Party. Very strong among the powerful middle-class all over the country and in smaller towns. Also, have a strong support among some of the immigrant community with the Social Democratic Party.

Social Democratic: Formed in 1908, this center-left party is very strong in labour-influenced areas and in some areas of big cities.

Party of Regions: Formed in 2006, this populist party is having a strong following among the strong Caledonian libertarian base, people living in rural areas and some paleoconservatives who considered themselves to be out of touch with the Alliance. With the Greens, this party is very strong among the Native people.

Green: Formed in 1974, the Green Party is very strong in some areas, especially among the younger voters which it have a majority of the 18-30 vote a good part of the agrarian base living in the Islands. The party is more akin with the Alliance or the Party of Regions than with the Social Democratic Party. With the Party of Regions, this party is very strong among the Native people.

Any ideas for issues?

I am thinking about a mix of British Columbia, Alaska and Pacific Northwest states issues. As in British Columbia and Vancouver, crime, drugs, homelessness and immigration are important issues.

Forestry, fisheries, Native reserve gambling, and hunting/firearms restrictions?

I'd like to see a change in the issues. If Caledonia is a fictional country, does it have a foreign policy? Also what about domestic policy?

I guess here is what I'd like to see in the issues so far (I can make some changes too):

Grant special First Nations seats in Parliament, more funding.

More assistance for First Nations peoples. Bring back the Portland Accord agreement and follow it.

Further funding for First Nations, along with assistance with problems on the reserves.

Recognize current treaties, and no more. Natives should be gradually treated like normal citizens.

Rip up the treaties, parcel up the reserves, and make First Nations regular Caledonian citizens.

Who cares about the deficit - massive increase in public spending for social programs!

We need deficit spending to stimulate our economy. Restore government cuts to social programs.

Continue the current path of deficit reduction. Consider a tax increase to reduce deficit.

Consider more spending cuts, start paying down national debt after the deficit is cut.

Quickly eliminate all national debt, large cuts to spending and downsize government.

//Crime

Minimal sentencing for criminals. Establish civilian review boards and diversity training for police offices.

Rehabilitation and prevention, not punishment for criminals. Oppose racist "law and order" hysteria.

Tough on crime and tough on the causes of crime. Put 100,000 more police officers on the street.

Create new elite gendarmerie squads, and harsher sentencing for violent criminals. Support a "Three strikes law."

Increase police surveillance and detention powers. Suspend due process and resurrect the death penalty.

//Defense

Abolish the military. Create a Ministry of Peace. Pacifism is our best defensive option.

Reduce military spending. Disband most ground forces. We must adhere to a neutrality policy.

Leave military spending at current levels. Focus on peace-keeping and special forces operations.

Increase military budget, be more efficient. Increase troop numbers and allow training with allied troops.

Increase defense budget to 10% of GDP. Bring back conscription. Reclaim our past glory!

//Drugs

End the war on drugs. Legalise marijuana and other substances. Release arrested growers and addicts.

Decriminalise drug possession. Legalise medical cannabis and introduce a needle-exchange program.

Pursue a balanced approach to drug war, with rehabilitation for addicts and punishment for dealers.

We need to win the Drug War, destroy crops and punish growers. Harsh sentencing for drug dealers.

Give drug dealers the death penalty and declare total war by unleashing the military upon the drug lords.

//Energy

Renewable energy all the way! Replace oil and gas as soon as possible! Switch off nuclear power immediately.

Encourage renewable alternative energy sources to prepare for the long run. Exit from nuclear power step by step.

Stay with energy mix and research all sources equally. Support a renewable portfolio standard for energy.

Gas and oil are our main concerns right now. Nuclear power is safe and sound. Develop our petroleum industry.

We will always have to rely on fossil fuel sources. Build new nuclear power plants. Abolish the petroleum tax.

//Environment

The environment always comes first. Raise taxes on pollution, especially carbon emissions.

Environment is a priority. Increase environmental standards and reduce greenhouse gas emissions.

We must protect the environment. Support more recycling and tax incentives for being eco-friendly.

Support market-based environmental incentives, and relax regulation. The economy comes first.

Global warming is a hoax. Scrap eco-bureaucracy. Cut down on recycling services to save money.

//Foreign Policy

Gimli should become a Revolutionary Socialist Republic and ally itself with Katyusha and the Communist powers.

We should stand up to Rocentian aggression more often. Protect our historic neutrality policy.

Keep good relations with our neighbors. Take a more active role in the United Nations and for humanitarian causes.

Pursue a Customs and Economic Union with the Pacific nations. Support alliances with Alexandria and Rocentia.

Seek to join the Anti-Communist Alliance and strive to become a leading force in global security.

//Gun Control

Ban all guns, even hunting rifles.

Ban handguns, further limits on other firearms, bring back the Gun Registry.

Look into gun control programs, but make sure costs are under control and rights respected.

Further gun control is unnecessary and a waste of resources. Stress safety and punishment for violators

Amend the Charter to entrench gun rights, and repeal the assault weapons ban.

Massive public housing constructions and abolish rents. End homelessness now!

Long-term commitment to end homelessness: cap rents, and build 40,000 new council homes.

Mortgage tax relief and greater incentives for homebuyers, promote smart growth.

Encourage low-interest loans for homebuyers, and relax planning laws.

Open up more areas to development, and lift regulations on housing market.

//Immigration

Caledonia's future lies in multiculturalism. Relax immigration laws and allow unlimited refugees. Open borders!

More rights to asylum seekers, and import 1.5% of population per year. Fast-track immigrant families.

For immigration that our economy needs and genuine asylum seekers. Laws must be strictly obeyed.

Place strict quotas on immigration and asylum seekers. Crack down on criminal asylum seekers.

Immigration is destroying Caledonia. Stop it now, and expel asylum seekers. Close borders!

//Jobs

The masses deserve a socialist command economy to create jobs and eliminate unemployment.

Support living wage legislation along with a public jobs program. Protect worker and union rights.

Support greater public funding for infrastructure and promote public-private investment in new industries.

Free trade, tax cuts, a more flexible labor market, and debt reduction will renew our economy.

Caledonia needs massive tax cuts, deregulation, and union-busting to promote economic growth.

// Moral Values

Legalise same-sex marriage and allow unrestricted taxpayer-funded abortions. Secular-humanism should be the guiding value of society.

We need a society based on tolerance. Support civil unions for gays and lesbians. Legalise abortion to guarantee reproductive rights.

No formal position on abortion and gay rights. Hold free votes on moral issues such as abortion or gay rights.

Protect traditional moral values through legislation. Restrict abortions to only in case of rape, incest, or life of the mother.

Prohibit homosexual relations. Abortion is murder; allow it under no circumstances! Crack down on social deviancy.

Large increase in federal funding. Make free public education at all levels a national priority.

Increase federal funding for public schools and universities. Free tuition for undergraduate university study.

Leave education up to the local government. Targeted increases in education grants for the various regions.

National quality standards and competition. Greater accountability for schools. look at increasing tuition fees.

Full privatization of education from kindgergarten to university. Reduce education spending, replace with fees.

Complete welfare state! Everyone is supported by government programs from the cradle to the grave!

Generous welfare benefits for the unemployed and significant social programs to reduce poverty.

Establish a supplemental income program and expand health care services to help working families.

Create a 'welfare-to-work' program and introduce public-private partnerships in social services.

No welfare programs! Don't waste money on the lazy. Privatize or abolish all public social services.

//Tax Reform

Impose a "wealth tax" to target the top 10%, and a windfall profits tax on corporations.

Support a carbon tax with some tax relief to allow for a "green shift." Impose a tax surcharge on the top 5%.

Reduce taxes for small business, abolish the property tax, and close tax shelters.

Establish a flat tax on personal and corporate income and simplify the tax code

Enact a shift from income taxes to a VAT system for fair taxation and economic growth.

Sign a treaty of friendship and alliance with Shou Lung as it is a Progressive-Socialist state.

We should recognize Shou Lung as the Sole Representative of the Chinese people and sever Tokundi ties.

We need to balance our historic ties to Tokundi with our commercial interests in Shou Lung.

Tokundi shares our democratic values and deserves our help. Support a treaty of alliance.

Dispatch an Expeditionary Force to help defend Tokundi against Communists and Islamists.

Raise car and petrol taxes to pay for comprehensive programme. Reduce car use.

Focus on creation of a national monorail and improvement of mass transit systems.

Increase bus subsidies, tax breaks for hybrid cars, and funding for rail system.

Scrap car tax. Reduce Petrol tax. More funding for road building and maintenance.

Abolish the petrol tax. Promote automobile use instead of mass transit.

Also new parties:

Reform Party: Moderate-Centrist Party with some Conservative leanings similar to the Liberal Party of British Columbia.

Liberal Party: Centre-Left incumbent party with ties to both business and labor groups, though more progressive and left-wing in orientation than the Reform party.

Conservative Party: Center-Right party with socially conservative and libertarian bents, and the former major opponent of the Liberal party but fell into disarray after a disastrous W. Bush-like Premiership during the 1990s.

Green Party: Rising left-wing opposition party, though only slightly to the left of the Liberals and with a more social democratic bent than the economically centrist liberals. Popular among immigrants and the youth.

Your issues are excellent, however do you have the images for them?

Ok, but as in RL British Columbia, the immigrants (and Caledonia have a large Chinese, Japanese and Indian communauty as in RL BC), will vote for the Liberal Party as in RL (please note however and they tend to vote Liberal federally except for the Chinese communauty which is now voting conservative) mainly because they were responsible for the opening in immigration and multicultural policies. Also, I not sure if my New Germany region (sort of Bible Belt area like the Abbotsford area in British Columbia) will go Reform or Conservative?

The First Nations will go between the Conservatives and the Greens, they compose basically about 40% of the population in the Island and in Northern Regions.

I am about done (except for the leaders which I have to do and the issue images) the Caledonia scenario. If you don't mind, I have made Edward Davidson as an half-White, half-Indian leader such like other leaders in micronational scenarios.

To make it more interesting, I made a Canadian/British PM4E and a German version.
