States start out with 0% for one party,even thought it's not suppose to be

This happens in many other scenarios but this specific one is @vcczar 1876 

does this with other states also

no -'s because of candidates are effecting this I checked

yes cause in the GE it's correct

Is polling on for primaries? Because it would use the primaries polling for the general election if you start in primaries.
