9 divided by 10 is not 82%

I set up a version of the 2016 election where all states had only ten people voting, and here was what I got in Arkansas when 9 voters had voted (it never moved after that). Vaguely curious why this happens, and why it gets stuck there.

It seems like there are two, possibly separate, issues here.

1. Why only 9 instead of 10 voters?

2. Why does it say 82% reporting, which is neither 9/9 or 9/10?

For the first one, do you have a party that is turned off, but has a % of starting votes?

I reset all the percentages, but nothing happened. If it helps, I'm spectating with Bloomberg.

In my not-so-professional opinion, I think it's because the game isn't designed to only have around 500-1000 voters in the entire country, forget about just 10 voters.
