I think once nominees get to the 10th ballot, people will vote some of the people in rather than letting them drop off the ballot.

Basically there are two ways people get kicked off the ballot: 1) They get less than 5% on a ballot or 2) they go through 10 ballots without being elected. All people need 75% of the vote to get elected. Anyone that lasts 10 ballots but doesn't get in can be picked later as a veteran pick. This person does not count against the maximum of 10 votes.
