For the special election there isn't. You can't just re-zone all the candidates in the middle of an election.

You miss the point though. The whole system is in dire need of a complete and total overhaul and thorough reform. The U.S. Constitutional edifice is tottering precariously toward collapse and disaster, and those with actual elected positions of power, and the ultra-wealthy lobbyists and campaign donors who bribe them to have their bidding done, have no desire or appetite for any significant or meaningful Constitutional reform or improvement at all.

This is something that should have been done decades ago. But too many corrupt, self-serving, and complacent sitting members of the U.S. House of Representatives of both major had no incentive for such change and great incentive to sabotage, marginalize, or ignore demands for such reform.
