This election was the subject of the VERY first scenario I'd ever done for a TheorySpark (ages ago, it seems) - though that one was, of course, by P4E2008.

Bill Clinton: 3/2/4/4/5/4/3

Lyndon LaRouche: 3/2/2/3/3/2/3

Bob Dole: 4/3/4/4/2/2/3

Steve Forbes: 4/3/2/3/3/3/3

Pat Buchanan: 3/4/2/3/3/4/3

Dan Quayle: 3/4/3/2/4/4/2

Ross Perot: 4/3/2/3/4/4/4

Most other sitting Presidents in these scenarios get an Experience of 5, so why does Clinton get a 4?

This is Clinton's first term and he didn't have significant experience beforehand. And almost all of Clinton's important accomplishments were in his second term. It's up to the scenario creator of course but that's what I would do.
