A few years ago, I made a fictional country named Samania, which is an island located between Indonesia and Madagascar.

Geographical Situation: In the southern hemisphere, between Madagascar and Indonesia.

Capital: Union.

Literacy Rate: 98%

Life expectancy: 80 years (men) et 84 ans (women).

Official Languages: French, English and Sama.

Semi-Official Languages: German and Spanish.

Population: 40 800 000 people (2006 census)

30%= Francophones

29%=Anglophones

28%=Samas (Native people)

13%=Others (2% Chinese, 2% Indians, 2% Indonesians, 2% Germans, 2% Spanish ans 2% Africans)

Religions:

50% Catholic

30% Protestant

4% Mulsim

Federal Republic (since 1860).

7 provinces and one Federal District

80 regions.

800 municipalities.

President: John MacDonald (born in 1954) He is elected for five years by universal suffrage, there is a two terms limit of five years each . Next election: 8th of april 2010.

NOTE: The president is a symbolic head of state.

Prime Minister: Jean Martin of the Alliance-Parti National (born in 1958): He is the leader of the gouvernment.

San Andreas:

DP leading.

New Germany:

Strong ALL-PN.

The UN is also strong.

Drakia-Deseret:

ALL-PN heartland with the UN also strong.

Freedonia:

Tied between PS-PV and DP.

Cascadia-Sama Ma:

Tied between DP and ALL-PN.

Federal District:

Tied between DP and ALL-PN.

I added today the population for each province, with the basis of one district= 85 000 inhabitants (with some exceptions).

I made some issues:

The Samian question:

L=We should give the Samian people their own county

CL=Samian Autonomy

C=We should give the Samian people more rights

CR=We should reconize Samian people as a nation within an United Samania

R=We should assimilate the Samian

Samania National Health System:

L=No to any private in health! Increase funding by 50%.

CL=Keep as is, increase funding by 20%

C=Consider having the private sector in health, but have it paid by the Medicare. Create a ministry for the Mental Health and other for the Sports and Well-Being.

CR=The SNHS is too expansive for the average taxpayer, consider imposing premiums.

R=The private sector should be there at all costs!

Education:

L=Education should be only given by the state. No private schools or universities.

CL=Cut tution fees in universities by 40%.

C=Education is of provincial juridiction, give more money to the provinces.

CR=We should keep the status quo.

R=Students should pay more for university to have better services.

Environment:

L=The environment must be our top priority right now!

CL=Increase standards, support Kyoto Treaty.

C=Promote better environmental policies, stay with Kyoto.

CR=Have something more adapted to our country than Kyoto.

R=Pull out of Kyoto if the United States and China stays out.

Government Reform:

L=We need very tight control on campaign finance and activities.

CL=We need a proportional voting system for all Samania and its provinces.

C=Favor term limits, reduction of government waste.

CR=The system is fine right now.

R=We must have more referendums and recall initiatives.

The Military:

L=Have the military as only a peacekeeping force.

CL=We should decrease the military funding.

C=Keep military budget the same, with more efficient spending.

CR=More funding and more equipement.

R=We need to significantly increase military funding to meet new threats.

Languages:

L=Add German and Spanish as official languages.

CL=Add Spanish as official language.

C=Keep French, English and Sama as official languages.

CR=Only French and English should be official languages.

R=Language is a provincial issue.

Public Transportation:

L=Add a subway is every big city in Samania.

CL=Invest massive sums in public transportation.

C=Public transportation is the future, keep our current policies. Consider creating a ministry for Public Transportation.

CR=We should invest in public transportation, however with the private sector involved.

R=We should work at making the current system better before investing large sums of money.

Immigration:

L=Consider having more immigration in cities in rural areas.

CL=Having more immigration is good for rural areas.

C=Our current policies are fine.

CR=Consider only having immigrants from certains fields of work.

R=Immigration is a threat to our national culture and way of live.

Multiculturalism:

L=Multiculturalism is the best policy!

CL=We should have a better integration of immigrants.

C=Immigrants must be fluant in two of our three official languages.

CR=Immigrants must be Samanians first, if they want to live in our country. Abolish the double citizenship.

R=We should adopt the melting-pot model.

Language laws:

L=We must forbid every sign which is not in French and English.

CL=We must strengthen our language laws to include more Sama in signs.

C=Keep as is.

CR=We must make our language laws more flexible.

R=Abolish the language laws.

Personal and corporate tax:

L=Increase income tax significantly for everybody.

CL=Targeted increases for the richest and rich corporations.

C=Keep our income tax as is.

CR=Reduce income tax for the middle-class significantly.

R=Flat tax and reduce it.

Public Broadcasting:

L=All broadcasting must be public.

CL=Public broadcasting in good and deserves more funding

C=Keep the funding as it is.

CR=Public broadcasting should not competes with the private sector.

R=The state don't have it's place in broadcasting. Rely on donations instead.

Asylum and Refugees:

L=Accept all asylum seekers

CL=Accept some asylum seekers

C=Have a reform in this way to have less asylem seekers.

CR=Accept less asylum seekers.

R=No asylum seekers should be allowed into Samania.

Tourism:

L=Build eight new international airports and have 20% of our land for national parks. Lift all visa restrictions.

CL=Increase funding by 40% and lift visa restrictions for many countries. Build 40 new hostels.

C=Go ahead with investments in hotels, hostels, campgrounds and resorts.

CR=We should have more restrictions on visa.

R=All tourism should be with an organized tour.

Federal District:

L=The federal district should be under federal control with no representatives in parliament.

CL=The federal district should be under federal control with representatives in parliament and with an District assembly.

C=Hold a referendum on the subject.

CR=The federal district should have more powers

R=The federal districts should have the same powers as any province.

Crime:

L=We should give minimum sentencing to prisonners and focus on rehabilitation only.

CL=Abolish the death penality.

C=Make a referendum on the death penality. Invest more money into our prisons.

CR=Harder sentences for some offences. Consider using the death penality only for specific offences.

R=Harder sentences for all offenders.

Red-Tape reduction:

L=Create a ministry of red tape reduction.

CL=Create a phone line for gouvernment red tape.

C=Info Samania is working well.

CR=Have more offices for Info Samania.

R=Make the gouvernement imputable on everything.

Voting turnout:

L=Consider voting per internet, digital TV and cellphone.

CL=More flexible hours for polling stations. Make polling stations open one week before the vote.

C=80% is fine as voting turnout.

CR=Make the voting compulsary for everybody between 20 and 60.

R=Make the voting compulsary for everybody.

Marijuana:

L=Legalize marijuana with the same rules for cigarettes.

CL=Decriminalize marijuana only for very small doses.

C=Make a referendum on the subject.

CR=Keep the status quo.

R=Marijuana is a big problem as a gateway drug.

The President:

L=Abolish the president. It's just useless.

CL=Have the president chosen by the National Assembly.

C=The president is okay as ceremonial and elected.

CR=Give the president more powers.

R=Abolish the Prime Minister for a stronger president.

International Relations:

L=We don't need any relations with any country.

CL=We must have relations only with our neighbouring countries in Africa and Asia.

C=We must have good relations with all the countries in the world.

CR=We must have close relations with Japan, Australia, the European Union and the U.S.

R=We must have closer relations with the U.S.

I think that if we all get together, it will be finished 3 to 4 times earlier than me working alone on a limited time. I don't have a lot of time right now due to an overload of work so I am open to your offers.

Also, why is Alliance so strong federally in New Germany, and so weak at provincial level? And vice-versa for the Democratic Party?
